The film begins with the murder of Shyam Swamy who crusaded the fight against the corrupt system by preparing a revealing report on land encroachment. Ambareesha alias Ambi takes up the fight. He has the support of Team Bangalore which is also fighting for the cause. Here comes RDX , a mafia don, operating from Malaysia. He has links with a local minister who helps him get land here. The duo has formed a crime syndicate. Soon, Ambi launches 'Operation Kempegowda'. He calls himself Kempegowda, the founder of Bengaluru. He spoils RDX's attempt to acquire land for casino near Kempambudhi Lake. The attempt to grab 2,000 acres of land for a steel factory in Raichur is also foiled by him.
